This diary is a more detailed account of the work and the role played by the community service center as a
agrassroots organization in the fight against the Pandemic. Although Chinese communities are nominally
called residents' self-governing organizations, they are fundamentally different from Europe and the United States. Chinese communities are government-led grassroots organizations or institutions that work with urban residents but are not part of the government establishment.
Currently, there are more than 1,000 communities in Wuhan, covering every corner of the city. These communities do not have administrative enforcement powers or legal personalities. Still, they serve as the government's hands and feet in many areas, and it is not too much to say that they are an extension of the government's power to the people. The community service centers are essential for the Wuhan government to exercise tight control over the city's 10 million residents. Wuhan's model for fighting the Pandemic is a model for other regions and has distinct
Chinese characteristics.

這部日記用較多的文字記錄了社區這一基層組織在抗疫過程中所開展的工作及其發揮的作用。中國的社區雖然名義上叫居民自治組織但與歐美國家的社區有本質上的區別。簡單地說,中國社區是由政府領導的以城鎮居民為工作對象,但又並未納入政府部門編制的最基層的群眾性組織或機構。目前武漢有社區 1000 多個,覆蓋了城市的每一個角落。社區沒有行政上的執法權也不具備法人資格,但在諸多領域充當了政府的手和腳,說社區是政府權力在民間的延伸也並不為過。社區是武漢政府對整個城市 1000 多萬居民實施嚴密管控的重要條件。武漢的抗疫模式為其他地區提供了樣板,具有鮮明的中國特色。
