Ebook: Reforma de la seguridad social en salud en el Perú: un análisis comparativo

El presente trabajo tiene como objetivo difundir los aspectos más importantes de la
reforma de la seguridad social en salud peruana, discutiendo las principales ventajas y
desventajas de esta experiencia en comparación con la experiencia chilena, la más antigua de
la región. La discusión se concentra en aspectos tales como la equidad del sistema, la
solidaridad, la libertad de elección, la participación del sector privado y la separación de
funciones entre provisión y financiamiento. Se presentan algunas estadísticas recientes que
refuerzan las afirmaciones. De la discusión se concluye que la experiencia peruana aventaja a
la chilena en aspectos como la equidad y la solidaridad del sistema, pero tiene desventaja en
cuanto a la cobertura de la población con algún tipo de seguro, en la libertad de escoger el
servicio, y en el avance de la separación de funciones mencionada. Finalmente se sugieren
algunos aspectos que se deberían mejorar de la reforma peruana y algunas líneas de
investigación futura.
ABSTRACT
The objective of this paper is to show the most important aspects of the Peruvian
Health System Reform, discussing its advantages and disadvantages in comparison to the
Chilean Health Reform, the earliest in the region. The discussion focuses on some aspects
such as equity of the system, solidarity, freedom of choice, participation of private enterprises
in the sector, and separation of functions of provision and financing of the services. Some
recent statistics that reinforce the statements of the paper are shown. We conclude from the
discussion that the Peruvian experience performs better in equity and solidarity of the system
than the Chilean case, but it is worse in offering coverage to the population, the freedom of
choice and the separation of the functions mentioned above. Finally, we make some
recommendations for the improvement of the Peruvian System and suggest some topics for
further research.
