Ebook: El ecosistema digital y la economía regional peruana: heterogeneidad, dinámica y recomendaciones de política (2007- 2015)

Las medidas de digitalización calculadas a nivel nacional pueden ser muy útiles para analizar
niveles promedio de desarrollo de la sociedad de información. Sin embargo, cuando las
desigualdades dentro de la nación son amplias, podrían llevarnos a propuestas inefectivas y
hasta equivocadas sobre las políticas necesarias para el desarrollo de las TIC. En esta
investigación, se construye un índice de digitalización para las 24 regiones del Perú, y se analiza
el nivel de heterogeneidad nacional, tanto desde la perspectiva estática, cómo dinámica para
los años 2007-2015. Los resultados obtenidos pueden sintetizarse de la siguiente forma: (1) en
términos digitales, las regiones del Perú son fuertemente heterogéneas, a tal punto que la
diferencia del indicador de digitalización entre la primera y última región es de alrededor de
500%. (2) La metodología endógena de agrupación agrupó las regiones en tres conjuntos,
tanto para el año 2007 como para el 2015. Lima por sí sola es un grupo; el segundo grupo está
integrado principalmente por regiones de la Costa peruana; y el tercero comprende regiones
rezagadas de la Sierra y Selva. (3) Por último, se observó que las regiones no solo son
heterogéneas, sino que divergen, siendo la brecha absoluta mayor en el 2015 que en el 2007,
lo que reafirma la necesidad de políticas públicas asociadas a conectividad a favor de las
regiones rezagadas identificadas.

ABSTRACT
Digitization measures calculated at the national level can be very useful to analyze average
levels of development of the information society. However, when the inequalities within the
nation are wide, they could lead to ineffective and even wrong proposals about the policies
necessary for the development of ICT. In this research, a digitization index is constructed for
the 24 regions of Peru, and the level of national heterogeneity is analyzed, both from the static
perspective and the dynamic perspective for the years 2007-2015. The results obtained can be
summarized as follows: (1) in digital terms, the regions of Peru are strongly heterogeneous, to
such an extent that the difference of the digitization indicator between the first and last region
is around 500%. (2) The endogenous grouping methodology grouped the regions into three
groups, both for 2007 and 2015. Lima alone is a group; the second group consists mainly of
regions of the Peruvian coast; and the third comprises lagging regions of the Sierra and Selva.
(3) Finally, it was observed that the regions are not only heterogeneous, but diverge, with the
absolute gap greater in 2015 than in 2007, which reaffirms the need for public policies
associated with connectivity in favor of the least digitally developed regions.
