The problems of the current state of energy, the efficiency of production, distribution, transmission and consumption of energy resources, as well as the content of the main regulatory documents in the field of energy saving are presented in a concise form, and the specifics of implementing the energy saving policy in the Russian Federation are considered. Special attention is paid to the replacement and, in some cases, reconstruction of morally and physically obsolete fixed assets, reconstruction of industrial and heating boiler houses with their transfer to combined production of electric and thermal energy, and determination of the economic efficiency of reconstruction. In addition, energy surveys and certification of consumers of fuel and energy resources, training in resource and energy conservation issues were considered.
