Paradiplomacy or Foreign Relations and Cooperation by Local Governments in Indonesia, which is in the form of a 'Sister City' or 'Sister Province' has quite a juridical space, because Law Number 24 of 2000 concerning International Treaties and Law Number 23 Year 2014 concerning Regional Government gives authority to Regional Governments to carry out these matters. To manage foreign cooperation, the government issued 3 new regulations, namely Government Regulation No. 28 of 2018, Minister of Foreign Affairs Regulation No. 3 of 2019, and Minister of Home Affairs Regulation No. 25 of 2020.
The strength of this book lies in its efforts to build a conceptualization of the Politics of Paradiplomacy in Indonesia by highlighting the practices of cooperation that have been carried out and the legal rules that underlie it. As with the practice of paradiplomacy in European countries, paradiplomacy activities often intersect with the issue of a country's sovereignty when regional governments play it as an instrument to gain recognition from the international community in the context of ethno-nationalism politics. In this context paradiplomacy has changed to 'protodiplomacy', according to Noe Cornago (2018).
This study is also enriched with an explanation of the procedures for foreign cooperation by local governments in accordance with the latest 2020 regulations to provide a complete picture of the implementation of paradiplomacy in Indonesia.
The author believes that this book is very useful for academics who are concerned about international relations and international law, as well as for practitioners in central and regional government who are responsible for carrying out foreign cooperation in a safe and productive manner.
