In their struggle for emancipation, the workers of the world
require a collaborative leadership capable of shouldering and
carrying through the colossal tasks of the international socialist
revolution. It has been immensely difficult to create and sustain
such a leadership. Over the past hundred years three attempts
were made that failed in the end to measure up to the respon-
sibilities history imposed upon them.
Yet each time that its outworn or treacherous leaders have
proved inadequate, a detachment of the preceding movement
has upheld and carried forward the banner of revolutionary
Marxism. Under favorable or adverse circumstances, they
worked with the forces of the younger generation to regenerate
socialist solidarity and construct the new International.
