The EU single market and the opening up of eastern Europe offer new opportunities for creating a truly pan European market economy. What lessons can be drawn for this opportunity from early 20th-century developments in Europe? With this question in mind, the fragility of international trade, financial investment and foreign investment relations in and across Europe are analyzed here from both a contemporary and historical perspective. Major OECD countries face challenges with respect to monetary integration, the role of banks and the requirement for structural adjustment in a period of increased migration and higher capital mobility. Even more complex is the challenge to integrate Russia. Both policymakers and the business community face unique opportunities and challenges - with old and new pitfalls looming.
